A good friend of mine got into a really bad car accident a month ago and fractured her C4-C5. She still doesn’t have any feeling below her neck instead of some slight sensation in her hands. Is there any chance for a full recovery?

"Full recovery" is an exceedingly rare thing, involves a modest injury, and most of those rarities would have seen some movement by now. That said, there is a good chance of meaningful recovery and an independent life. -
I hope your friend has found her way. I’m C4 complete, no movement or sensation below the neck, nearly a year ago. I’ve had zero improvement and I’m expecting that this is the way it is now. But I am back home with my parents who are looking after me. It’s very isolating though and I’m also terribly bored!Comment
