can a ergometer help improve arm function?

Looking for any feedback on improving my arm function. I was looking at the vita glide but it's not cheap and would take up too much room. But what I like about it is it targets multiple muscle groups like arms, chest and back. So I've been looking at ergometers as it would take up less space and be more affordable. But other than cardio does the arm bike motion work multiple muscle groups? Or is there something else that I should look into to improve shoulder / arm and maybe core function? Appreciate all feedback, thank you.

If you can afford it go with the attachable handcycle (Stricker has the best model IMO). Bikeon.com has some options.
