I thought that?s what the paralysis act (CDRPA) was for. How much collaboration funding ever actually happened after that was passed into law? Professional lipservice. Promise Medicare for all, promise no more student loan debt, promise higher Social Security benefits? probably never funded the CDRPA.

CDRPA got passed and was signed into law by President Obama in 2009 (tucked into a huge public land bill). Alas, the legislation was never funded; CDRPA died on the vine.
