I've been trying to hire more caregivers, and have had no luck. I currently receive the attendant care waiver through PA's Act 150, which pays $15.85/hr for care. Am I allowed to supplement that pay privately, say, paying an additional $10/hr privately?

I use something called CDPAP which is basically the same thing. The aide works for an agency that pays them about $16/hour.
I was told I can supplement that with whatever I want. There are no rules against it. It is between me and the person working for me.
Of course, that might vary between different insurances, different states, and different plans. But in my case anyway, supplementing income is not a problem. Good luck.

To qualify for some of these programs one often needs to show extremely low assets. Therefore, this supplemental wage must come from assets often shielded from those that determine eligibility.
This can be from family members managing your money etc.

Although isn't the system nice? A disabled person needs to be impoverished in order to obtain the help they need to survive. In giving that impoverished person the help they need to survive, they will pay another person a wage which would impoverish them. Thereby ensuring the system doesn't work properly, and fails for everyone involved...
