    Who determines wages?

    Hi all, I currently work FT, and had been enrolled in MAWD, and now more recently, under Pa's Act 150. My care is divided between agency, and through private hire, managed by PPL. My PPL attendants have not received a raise for approximately 4-5 years. I currently have attendants that have worked loyally with me for 10, 15, 20 years, and they are all maxed out at $14.10/hr, and have been stuck at this rate for as I've said, 4+ years. Who controls these rates? Why no increases? I don't understand how it seems reasonable to expect individuals who provide such a vital service to not be compensated fairly. Ugh.

    Not familiar with PA, but in CA, IHSS (In Home Supportive Services) aides wages are determined by the county, and you are not allowed to supplement their wages with cash. If you do so, you can have your IHSS services cancelled. No wonder it is hard to find people who will work for such wages (and no benefits)!!! In some counties in CA, the IHSS PCAs have unionized, and been able to get their wages increased some.

    In CA, you can provide in-kind services to your aides, such as pay for their transportation (bus ticket, etc.) or meals, or provide them with lodging.

    You might want to talk to people involved in your state's program at your local ILC to see if they are involved in any legal initiatives to improve wages (minimum wage laws may apply) as well as make working as a PCA under their program more attractive in other ways.
