I'm 100% dependent for my personal care and have been doing intermittent catheterization (performed by someone) for over 20 years. My mother is aging and I started utilizing a permanent indwelling catheter. My question is, where is the best placement to strap the catheter onto my leg? I have had three episodes of my skin breaking open in either my private area or butt. Luckily it was surface and healed very well. I appreciate the feedback because I do not want to continue having this problem.

Stat lock devices are commonly placed on upper thigh to hold the catheter tubing in place.
it would be wise to place a skin prep on your skin prior to placement of the stat lock
it protects you skin and holds the stat lock on skin longer.

If you're talking about attaching the tubing up around your thigh for stability I have always used one of these around mid thigh

I never had much luck with the stat locks staying in place and always worried about skin with the adhesive.

If you have skin breakdown in your vaginal area then the catheter? must be shearing your skin. That coupled with excessive moisture are problematic.
I guess this is trial and error. If you keep the catheter fairly straight and anchor it near your vulva that is an option (like near the top of your thigh). You have to make sure it isn’t too tight that it is at risk of pulling out.
you could get a one time nurse evaluation at the urologist for a problem solving visit
