    A jury awarded a San Francisco construction worker $21 million after his spinal cord was severed when he fell through a hole while working at a project near the Bay Meadows race track in San Mateo.

    Jason England was working on Dec. 10, 2001, as a foreman installing steel deck flooring on a construction site when he fell almost 13 feet. As a result of the fall, England was paralyzed from the waist down, his attorney Robert Arns said Monday.

    After four days of deliberation the San Mateo County jury determined Friday that England, who is now 30, was injured because of negligence on behalf of two other companies, general contractor Swinerton Builders Inc., and SME Steel Constructors Inc., who were ordered to pay the $21 million.
